ipad screen cannot detect
My ipad screen cant detect when im at home page. Games are not affected. Tiktok and a few other apps are affected. I cannot even remove the apps i used.

This sounds like you are using a limited guest account on this iPad.
Whose iPad is it? They need to unlock it or setup a proper user account for you. If this is a school iPad or your parent you will need to work it out with them.
The Desktop is what shows you the Apps present on the iPad, a Homepage is what is often referred to via the Internet based web host. As an example if you click on the top left iFixit Icon that gets you to the this sites Homepage. You might have a home server which you use or iCloud to host your work which you can access via Files.
